Unanswered: Oracle Database is up but cannot access through SQL Developer

    Hi all,
I have an Oracle database that I managed to start up manually in my HP-UX server, using sqlplus -> conn -> startup commands. I was able to access the tables, etc.
However, in my SQL Developer program installed on my Windows-based PC, it shows an error when I tried to open my database.

    Error Connecting

An error was encountered performing the requested operation.

lo exception: The Network Adapter could not establish the connection

    Vendor code 17002

The configurations/settings are correct, since it worked fine previously.
What seems to be the problem? Any help would be appreciated. Thanks.

Is the listener running on the HP server?
Use CUT & PASTE to show results by issuing the following:
    lsnrctl status

    Hi anacedent,

Thanks, it's working now! I noticed that the port used is 1521. Initially, we were using port 1531 to connect to the database, due to security issues. Our vendor previously set up the connection using port 1531.
How do I change the port in our HP-UX server to use 1531 instead of the default 1521?
    Thanks again.

    >Our vendor set up the connection using port 1531.
Your vendor is delusional & practices security by obscurity.
One sweep of nmap would reveal that port 1531 was open, so IMO no change is warranted.
If you have to ask the question, may be you're not qualified to be changing the configuration.

    listener?

Is your listener up on your server? if yes, are you using the right port to connect to?
