Exclamation Unanswered: can't change Language in OCScfg

My system was working fine, but now I get the following error:

Your sybase home directory is C:\sybase. Check the environment variable SYBASE if it is not the one you want!
Using locale name "1033" defined in environment variable LANG
Locale name "1033" doesn't exist in your C:\sybase\locales\locales.dat file

When I go in to the config utility and try to remove 1033 so it will use the default, it won't let me do it. It looks like it does, but the apply button doesn't appear, and it doesn't get updated.

How can I fix this? I can't get Sql ADVANTAGE to work because of this.

The LANG variable is picked from the OS environment. Check your env and unset any LANG variable. By default it is set to 'C'
