I gave the below explanation, but not sure if it is correct. What are your thoughts...

If a checkpoint has taken place and there are no transactions afterwards, the numbers will be the same.

last=(2948266, 45).

If a checkpoint has taken place, but there are transactions afterwards, the numbers will be different.

Started estimating recovery log boundaries for database 'LIVECOPY'.
Database 'LIVECOPY', checkpoint=(2948266, 45), first=(2948266, 45),
last=(2948270, 1).
