Why in the world are you asking about MS SQL Server in/on/at an Oracle forum?

The correct forum is down the hall & on the left.

This is more commonly referred to as a distributed transaction, and both Oracle and MSSQL Server (you should be thinking MSSQL 2005, since MSSQL Server 2008 is around the corner) can do this. If you are exclusively in a windows environment, I would suggest you read a bit about the Distributed Transaction Coordinator.
