Unanswered: allow developer to kill session

Is there a way to setup a developer(i.e. user) in Oracle so that they can kill their session but not someone elses job?

For example, If they are debugging a package and let's say their network connection gets dropped( power in their office, communications link drops, etc. ).
They need to be able to issue the following command:

    Code:
    ALTER SYSTEM KILL SESSION '11,22222'
Where 11 is the SID and 22222 is the serial number.

Yes, create suitably privileged PL/SQL procedure which any/all user can invoke, have it make the necessary checks & then kill the specific session.
You can lead some folks to knowledge, but you can not make them think.
The average person thinks he's above average!
For most folks, they don't know, what they don't know.
Good judgement comes from experience. Experience comes from bad judgement.
