Question Unanswered: Permission problems linking to excel sheet

Hello I have a database which links to a read-only excel sheet (password protected for write). My database is fine as long as no one is in the excel sheet, however if someone is in it I get the following error message:

.....It is already opened exclusively by another user, or you need permission to view its data.

I know I can easily call the person and get them off, but it there any way of preventing this, if so can someone please help me out.

    Thanks
