Question Unanswered: Need "tool" recommendation to view storage

I have been playing with queries and storage parameters trying to determine how storage is being used on Oracle instances that I have inherited. We are using a default block size of 16K and it doesn't seem to me like this would always be optimal. We are using 9iR2 and 10gR2 on Windows (some on a Veritas cluster) and I can't find much. It looks like the Oracle "tuning pack", one of several management packs, has what I need; but, I don't seem to have it - or an obvious license to run it.

Can anyone recommend for me a tool that will allow me to view what I need to see? It doesn't have to be "visual" if you've got queries that show it, what I need is the information.
