    REVOKE ALL FROM mepuser, mepnotes

    Doesn't work?

    I still see execute permissions

    Is the user a member of some role that has access to the procedure(s)? Or is this stemming from Enterprise Manager's notorious need to be refreshed at every turn?

    I don't know, I just removed them manually through EM

    Now I feel dirty

    Don't you need to declare the object you are revoking permissions on in that statement?
