Updates to data, or updates to schema?
Pop up window? That's asking a bit much. How about getting an e-mail?

am I being silly, that the code that runs when someone logs in should query the database for new memos?
“If one brings so much courage to this world the world has to kill them or break them, so of course it kills them. The world breaks every one and afterward many are strong at the broken places. But those that will not break it kills. It kills the very good and the very gentle and the very brave impartially. If you are none of these you can be sure it will kill you too but there will be no special hurry.” Earnest Hemingway, A Farewell To Arms.

why not just write a query that looks for new memos when they log in?

why would you use a trigger?

Try using SQL Server's Notification Services:

I do not have experience with this, but it appears to do what you want.

that's kind of like using a sledge hammer to swat flies.

stop me if I am wrong, and my brain is tired today, but doesn't this guy just want the users to be notified when they login and not when the memo is created. It seems to me, a SELECT statement in a stored procedure would the trick with a little GUI code to make our "bubble".

I can only guess it translates to something like
while the user [is] log[ged] in to the web ,then what shall i do [when a] new memorandom [sic] is received.how to get the updated data?????????/
Personally, I think some webpart that polls the database once a minute should be enough. Perhaps this can be done with AJAX, but I can't be sure.

I think portions of Notification Services were designed specifically to let application know when slowly changing datasets are modified. Specifically, it helps the application avoid querying looking tables for value lists every time a drop down needs to be populated or a page is refreshed.
Again, I have NO direct experience implementing this.

I am taking the requirement as written and the only assumption I am making is when he says web, he means his application.
