basically its when some manager or executive types want a bunch of different information displayed on a report to give them a big overview of what is going on so they can proceed to run the company into the ground and collect their outrageous compensation packages.
“If one brings so much courage to this world the world has to kill them or break them, so of course it kills them. The world breaks every one and afterward many are strong at the broken places. But those that will not break it kills. It kills the very good and the very gentle and the very brave impartially. If you are none of these you can be sure it will kill you too but there will be no special hurry.” Earnest Hemingway, A Farewell To Arms.

    The database equivalent of waterboarding.
If it's not practically useful, then it's practically useless.

Dashboards originated on horse drawn vehicles, and were the board installed a little forward of the driver's feet usually at an angle. When you look at a cart, you might have think the boards sole purpose was to be a place to rest one's feet. The purpose of this board, however, was to keep dirt, mud, and other unsavory materials from kicking up onto the driver when the horses were galloping (or dashing).

In today's usage, a dashboard does exactly the opposite. It causes dirt, mud, and other unsavory materials to be slung about the office, whenever the data is changing rapidly (or dashing), such as at a Wall Street brokerage.
