    Angry Unanswered: Dead-end troubleshooting oracle listener

    I'm using 11g database on OEL5. I'm having problems with the listener. We had a scheduled downtime with the power and when the server went up it was returning an error with the listener when I tried starting it.

    when i try to command it returns an error:

    Code:
    $ lsnrctl start

    LSNRCTL for Linux: Version 11.1.0.6.0 - Production on 08-SEP-2009 11:33:10

    Starting /u01/app/oracle/product/11.1.0/db_1/bin/tnslsnr: please wait...
    TNSLSNR for Linux: Version 11.1.0.6.0 - Production
    System parameter file is /u01/app/oracle/product/11.1.0/db_1/network/admin/listener.ora
    Log messages written to /u01/app/oracle/diag/tnslsnr/mla-nmslin-01/listener/alert/log.xml
    Listening on: (DESCRIPTION=(ADDRESS=(PROTOCOL=tcp)(HOST=10.186.251.204)(PORT=1521)))
    Error listening on: (DESCRIPTION=(ADDRESS=(PROTOCOL=IPC)(KEY=EXTPROC1521)))

      TNS-00525: Insufficient privilege for operation
       Linux Error: 1: Operation not permitted
    Listener failed to start. See the error message(s) above...
    my listener.ora contains:

    Code:
    LISTENER =
      (DESCRIPTION_LIST =
        (DESCRIPTION =
          (ADDRESS = (PROTOCOL = IPC)(HOST = mla-nmslin-01)(KEY = EXTPROC1521))
          (ADDRESS = (PROTOCOL = TCP)(PORT = 1521))
        )
      )
    my tnsnames.ora contains:

    Code:
    ORCL =
      (DESCRIPTION =
        (ADDRESS = (PROTOCOL = TCP)(HOST = mla-nmslin-01)(PORT = 1521))
        (CONNECT_DATA =
          (SERVER = DEDICATED)
          (SERVICE_NAME = orcl)
        )
      )
    I'm stuck on a dead end with this. I tried changing parameters but it still doesn't work. PLEASE HELP ME on this.

    What login ID are you using to start the listener? What are the permissions for /tmp?

    "It does not work" is not a valid problem statement.

    move/rename listener.ora & then try starting listener again.
    listener.ora is not required since V10 Oracle.
