    Cool Re-install

You need to drop and re-install EM dbconsole.

    The following worked for me:
    set oracle_sid=oradb
    emctl stop dbconsole
    emca -repos recreate
emca -deconfig dbcontrol db -repos drop
emca -config dbcontrol db -repos create
Found that somewhere in the net.
Of course you'll need to adjust the value for the oracle_sid variable

You should also set ORACLE_HOSTNAME as a system-wide environment variable prior to re-installing dbconsole, so that Oracle (and dbconsole use the hostname rather than the IP address)
That will save you a lot of trouble in a DHCP environment.
