    Use Oracle statspack (Using Statspack)... The report will show you what the bottlenecks are on your system.

    Bottlenecks are most often detected by reviewing the system waits. This is part of the report. You need at least "SELECT_CATALOG_ROLE" or "DBA" role to be able to query the given v$ views
    Code:
    select * from (
    select event, wait_class, total_waits waits, time_waited time,  round(100 * time_waited / total_time, 2) perc_time from (
    select
    	e.wait_class,
    	se.*,
    	sum(time_waited) over () total_time
    from
    	v$system_event se,
    	v$event_name e
    where
    	se.event_id = e.event_id
    	and e.wait_class != 'Idle'
    	and e.wait_class != 'Other'
    )
    order by perc_time desc
    ) where rownum <= 10
