What do you call "the best"? As far as I can tell TOAD is one of the most popular. There's also PL/SQL Developer and Oracle free GUI tool named SQL Developer.

However: none of them are toys. You should at least read some documentation in order to learn how to set them up and, finally, use them. I'm not sure I'd let you access my database.

all you need is a listener port (1521 default) and SID . or Thin .. which is usually your database sid. or name (which ever term fits in your mind better)

host : your computer's ip address ( not computer name)

    and you have the toad.

the best tool is offered by oracle itself , jdeveloper .
pl/sql developer is bit too advanced for some one who cant "configure" toad .
and toad itself is leap to the moon to you .

i am sorry but best you stick to the JDEVELOPER .
