You can use IBM Data Studio for performing adhoc backups and restores.

If its running on linux you can just make a script for it. Hook it up to a php script and away you go from a browser!

This is the commands I use to do a backup on linux : (replace $database and $backupdir)

    db2 CONNECT TO $database
db2 QUIESCE DATABASE IMMEDIATE FORCE CONNECTIONS
    db2 CONNECT RESET
    db2 FORCE APPLICATION ALL
    db2 DEACTIVATE DATABASE $database
    db2 BACKUP DATABASE $database to $backupdir WITH 2 BUFFERS BUFFE R 1024 PARALLELISM 1 COMPRESS WITHOUT PROMPTING
    db2 CONNECT TO $database
    db2 UNQUIESCE DATABASE
    db2 ACTIVATE DATABASE $database
    db2 CONNECT RESET
