Unanswered: trying to minimize transaction log growth during DB Reindex job

I implemented what this article suggests (changing recovery model to bulk-logged) during DBReindex job (~1 hour duration), but it had little effect in shrinking the T-Log, any suggestions or ideas to reduce T-Log size during this operation?

Understanding SQL Server Recovery Model - MyTechMantra.com

DB Size ~60GB, T-Log size normally (taken every 15 minutes) 1.5GB
    T-Log size during ReIndex = 27GB x3 (three times over 45 minutes)

Also data size is between 25-33% of DB size, the rest is indexes. I am going to work on reducing the lesser used indexes next week as well as implement table partitioning (to assist both the frequency in which indexes need to be recreated as well as to fix a twice hourly purge job).
