Is the database (you are trying to connect to) inserted into your TNSNAMES.ORA?

post connection string you provide in attempt to connect to Oracle DB

    >ORA-12505, TNS:listener does not currently know of SID given in connect descriptor

open Command window/terminal on DB Server & issue follow OS commands

    lsnrctl status
    lsnrctl service
You can lead some folks to knowledge, but you can not make them think.
The average person thinks he's above average!
For most folks, they don't know, what they don't know.

    What "steps"?

Do you know how to access command prompt on your database server? Once you manage to do that, run (i.e. type and then press <Enter> after each of these commands).
    Code:
    > lsnrctl status
    > lsnrctl service
