Background/General Description

The Corporate Secretariat Vice Presidency (SECVP) of the World Bank Group supports the Board of Governors and the Executive Directors of IBRD IDA, IFC and MIGA in executing their fiduciary and governance responsibilities. SEC therefore maintains relations across all the World Bank Group institutions (IBRD, IDA, IFC, MIGA, and ICSID) and serves as the key interlocutor between the Board of Governors, the Executive Directors, the President and Senior Management, operational management and staff. SEC’s primary purpose is to facilitate strategic focus, effective and efficient interactions between the Board and Management to achieve the World Bank Group’s overall mission of poverty reduction.



To achieve its purpose, SEC is structured in 3 main units:

1. Policy and Operations (SECPO) responsible for managing the work program of the Board and Board standing committees (Audit, Budget, Development Effectiveness, Governance and Administrative Matters, and Personnel), Board and Committee meetings, and generally facilitating efficient decision-making and enhancing communication and partnership between the Board and Management and staff;

2. Bank/Fund Conferences Office (SECCO), manages the services associated with the Annual and Spring Meetings; and

3. Corporate Affairs and Administration Unit (SECCA), provides administrative, budget, information management (IM) and IT support to SEC, the Executive Directors and certain other World Bank Group corporate offices.



Duties and Accountabilities

The Corporate Secretariat is seeking to recruit a dynamic individual as Short-term Consultant. Under the direction of the Manager (SECPO), the consultant will implement new enhancements aimed to reflect new/modified SECPO procedures, into the highly customized LN/Domino applications. In addition the consultant is expected to work with the SEC’s Information Systems team on the migration of SECPO LN/Domino applications to SharePoint2010 and to provide guidance to staff on SharePoint2010 Service Applications for the new eCenter initiative intended to increase efficiency and consistency of processes throughout Board and Committee Meetings preparations.



Scope of Work

Troubleshoot, customize, maintain, support, and add enhancements to existing Lotus Notes/Domino applications, including client-based and web-based applications.
Document system design changes on eBoard, eSubmission and other Lotus Notes based applications (The eBoard Document System provides electronic versions of all documents the Corporate Secretariat officially distributes to the full Board including documents for Board and Committee meetings, as well as those provided for information.)
Provide support on SharePoint2010 Service Applications.


Qualifications

Strong technical understanding of the technological platforms supporting current Board and Corporate Secretariat information systems and their potential, as well as limitations. In particular:
o Advanced knowledge of Lotus Script, and Lotus formula language.

o Advanced knowledge of additional computer programming languages and environments including XML, Visual Basic, SQL, C++ and J2ME, JavaScript and Ajax.

o Advanced knowledge and experience with web design tools, web servers and services.

o Advanced knowledge and experience developing Lotus/Domino.

o Ability to understand and re-program existing source code.

Knowledge and understanding of SharePoint 2010 features, administration, security configuration and design.
Ability to map processes and matching system technical requirements completely and accurately.
Ability to work under pressure and meet tight deadlines.
