Unanswered: SQL+: Deleted a row, but it is still alive?

i deleted a row, then selected all rows to make sure it is gone. the row that i deleted wasn't there. after 10 min selected all rows again and the row re-appeared. when i try to delete it again sql plus just freezes. any1 has any ideas as to what may be going on there?

    Was a COMMIT ever issued?

I suspect this was done from a different session.
    >when i try to delete it again sql plus just freezes.
I suspect this was done from a different session & due to lack of previous COMMIT, process just WAITS
