    open Command Window

    emctl start dbconsole

If your problem is not - as anacedent anticipated - to start the dbconsole, but to start the Enterprise Manager application:

10g doesn't support the java - based Enterprise Manager you may be used from 9i.

You access it via a browser. At installation time, the installer gave you a port number (default is 1158), where you can reach the enterprise manager under the URL

    https://<your_hostname_or_ipaddress>:<yourport>/em

(If you have not taken a note on the port at installation time, you can find it in $ORACLE_HOME/install/portlist.ini)
