I just want to know, under what circumstances is it ok to use a lower normal form rather than a higher one...
when the circumstances of the situation warrant it
for example, i almost always use 3NF/BCNF instead of going to 5NF (or whatever that form is that has only one data attribute per key) because i don't like needless joins
A lower "normal form" is sometimes used for ease of use, but more often (when done correctly) it is for performance reasons.
