Have you tried accessing and logging in to OEM?

Have you checked that the Windows Service for DBConsole<db_name> has started?

OK, this means that the last create job failed.

Open a DOS command window and run the 'drop' & 'create' commands from within it - this will allow you to see a narrative of what's happening & will let you see any error message/s that may help to pinpoint the problem.

Please paste the DOS window & its contents so we can see what error message/s are being given.
