    Hello Ramon,

The steps you have to do are:

1º Install and Configure the new server. ( seems its done )
2º Migrate the users, groups and alias from the old server (ASE 11) This link is for 12.5 to 15, but it will get you logic and almost of the needed info. HowTO migrate syslogins from ASE v12.5 to ASE v15 through bcp | Sybase ADDICT
3ª I assume you're using the same pagesize in both servers. (if not forget Dump/load) Load the dump onto the new server (ASE 12).
    4º Bring the db online.
5º Verify your logins are ok.

From a old post here on DBforums, here is a document that will get you an overview:

    Olá Ramon,

What platform are you running sybase?
You can directly update from 11.9.2 to 12.5.4.

    Check this link.
Adaptive Server Enterprise 12.5 (Installation and Configuration)

Now choose your Operating System and check CHAPTER 8. ( Upgrading Sybase Servers).

This upgrade will be pretty straighforward.

    Hello Ramon,

Actually on this sybase manual, it says you can update to 12.5 from 11.9.2.

    Overview of the upgrade process

You can upgrade to Adaptive Server 12.5.x from any of these versions:

    11.5.x

    11.9.x

    12.0.x
So install the server version 12.5.2
    Dump the databases from 11.5.2.
    Load the dumps into 12.5.2.
Bring databases online. ( this will upgrade the dbs for the new version )

Also don't forget to migrate all the users from your old server. If you're not just testing and you have multiple users.
Everything should work fine, like i said is pretty straighforward.
