    OS/networking mis-configuration
    when was last time listener worked without error?
    what changed since then.

    issue OS commands below

    ping <hostname>
    ping <IP#>
    cat /etc/hosts
    uname -a
    ifconfig
    hostname

    nothing has changed its a fresh installation of Oracle EBS R12.1.1 on RHEL 5.3

    move, remove, rename, or delete listener.ora file then issue following OS command

    lsnrctl start

    COPY the results from above then PASTE all back here
