How and where to develop a banner system database ?

hello, i'm a new database developer
i use SQL, oracle and Ms. access.

i'm now completing my MBA at university my thesis subject is the Banner system

does anyone know how is such a database software developed?
what companies do work in such systems and what languages are mostly used for it?
what is the approximate cost of such a system?

and if anyone has good reference about this subject i would be very thankful because i need real and applicable information.

    thank you

I know of a few hundred Banner systems. Which one or ones are you covering in your thesis?

Why does it make me nervous that an MBA thesis projects starts with questions like these?

In theory, theory and practice are identical. In practice, theory and practice are unrelated.

i don't need to get involved into many details,
i just need some general info about the banner system the university would use for its administration and the one the students use to register and see their transcripts.
