If you config the folder acess, I think to use as administrator... No. Other users... Yes. But I supose you know that.
May be an other option is create a simple script in "on edit rule"; if folder name not equal "name of the folder". Unfortunately you need to put this rule in all fields of the form.
I always create a check box field for all the records and all other fields are editable only if the checkbox field is empty.In this way one can have more control on the field content where ever it be. May be others may have better ways.
