If it was working earlier and there was no change to the config files (dsm.sys) you could check to see if the TSM is up and accessible.

Usually a Vendor return code will also be logged in the db2diag.log which could help with the troubleshooting as well.

As db2inst1 suggested, check TSM RC in the db2diag.log. Look for a message similar to the following:

    2014-01-29-06.00.09.079471-300 E11383455A861 LEVEL: Error
    PID : 6946824 TID : 4371 PROC : db2sysc 0
    INSTANCE: db2inst1 NODE : 000
    EDUID : 4371 EDUNAME: db2logmgr (xxx) 0
FUNCTION: DB2 UDB, data protection services, sqlpInitVendorDevice, probe:1030
    MESSAGE : ZRC=0x86100025=-2045771739=SQLP_MEDIA_VENDOR_DEV_ERR
"A vendor device reported a media error."
    DATA #1 : String, 29 bytes
    Init failed! Vendor rc info:
    DATA #2 : Vendor RC, PD_DB2_TYPE_VENDOR_RC, 4 bytes
Vendor RC=0x0000000B=11 -- see DB2 API Guide for meaning.
    DATA #3 : Hexdump, 48 bytes
    0x0700000030089090 : 0000 006A 3337 3420 3130 3600 0000 0000 ...j374 106.....
    0x07000000300890A0 : 0000 0000 0000 0000 0000 0000 0000 0000 ................
    0x07000000300890B0 : 0000 0000 0000 0000 0000 0000 0000 0000 ................

In this example, 106 is the RC from TSM. Find the meaning of this RC using IBM Tivoli Storage Manager Version 6.1 Information Center
