    Unanswered: SQL Transactional Replication

For some reason whenever I restore our prod db to QA or DEV and re initialize replication (transactional), the subscribers never take the snapshot, unless I run the scripts a second time.
Scripts do the following (clean slate)
    1. Drop SUBSCRIBER on SUBSCRIBER
    2. Create SUBSCRIBER on SUBSCRIBER
    3. Create Publisher, add articles, create SUBSCRIBER on PUBLISHER, etc.

Everything appears to run fine, all the subscribers online, snapshot is taken to snapshot folder on distributor, until the part comes to apply the snapshot to the subscribers. All the agents are started, but nothing. I run the scripts again, takes new snapshot, then everything runs fine. message
"The initial snapshot for publication yada yada is not yet available". I've tried sp_replflush, sp_replrestart, none work, unless I run the process again, is the issue related to order of starting agents ?

You replicating data on your QA and DEV environments?
Or are you replicating data to your QA and DEV environments, in which case I don't understand why you are restoring backups?
If it's not practically useful, then it's practically useless.
