    create or replace PROCEDURE ADD_ORIENT
    (
    EXCUSTOMER_NAME IN VARCHAR2
    , EXCUSTOMER_PHONE IN VARCHAR2
    , EXCUSTOMER_EMAIL IN VARCHAR2
    , EXCUSTOMERRECEIVERADDRESS IN VARCHAR2
    ) AS
    BEGIN

Why not try running the code against your db. You will learn far more from doing that a d debugging the procedure assuming it doesnt run as expected.
becoming a developer requires far more than writing stuff

    OK
so what steps do you think you need to take to prove whether your stored procedure works

    hint:
    what should the procedure do?
...and what steps do you think you could take to verify the procedure works
...does the procedure do what it should with correct data
what happens if you supply incorrect data

Your stored procedure is currently doing nothing. what code would you put into the routine to insert a new records into deliveries table? is the address column in deliveries only one value or is it broken up into city, street, state, zipcode? Try things and we will help you but we won't give you the answer.
