Oracle can not "read", understand, or injest a pure *xls (Excel) file.
Oracle can populate a table using either a *CSV" file or XML file; which can be produced by Excel.
Excel, using ODBC, can connect to Oracle DB & directly issue SQL against the database.

There is a third party package that will allow you do directly access an excel file. You must be on oracle 10 or above. Google ORA_EXCEL.

Realize that this is NOT an Oracle problem; but it is a MS Excel problem.
Oracle DB will accept any data pushed to it.
Your challenge is how to connect to the DB & then push data from the Micro$oft world into the DB.
Oracle is the victim; not the culprit.
