Question Unanswered: Create report designer for local reports

The idea started with the need to retrieve reports without having to deploy them. On the web I found a few good ones, especially from DevExpress. But don't want to purchase yet another tool to implement a routine feature. Would like to have my own report designer be available at run time. Anybody tried or played with one?

P.S.: No, I don't want to use SSRS.

You don't want to purchase another tool, but you are asking for another tool?
    Colour me confused!

    What's wrong with SSRS?

Nothing's wrong with SSRS. I want to continue using the Report Designer for local reports, and render them through ReportViewer. But I am looking for a way to surface the report designer at run time: a user clicks on "Create New Report", and the familiar Report Designer shows on the screen. When the user clicks on Save Report, the report definition will be saved in a file. I just want the designing capabilities to be available at run time.
