Which edition of Windows-Server-2012-R2 are you running?
How much RAM is available to the hostname?
    Is it a VM ?

Post the output of command "fsutil fsinfo ntfsinfo <drive-name:>" where <drive-name:> corresponds to the drive letter on which you are creating the database (see http://www-01.ibm.com/support/docvie...id=swg21635111)

    See also http://www-01.ibm.com/support/docvie...id=swg1IC94721

If that does not help, increase the DIAGLEVEL to 4 , do db2diag -A to create a new db2diag, repeat the 'create database' and post the new db2diag contents.
