Question Unanswered: why does column length change force ANSI_NULLS on?

I tried to change the length of a field in a SQL Server table using Enterprise Manager (SQL2000), but when I try to save the table I get this Validation Warning:
    'zValueLists' table
    - Warning: The table was created with ANSI_NULLS 'off' and will be re-created with ANSI_NULLS 'on'.
The database has ANSI_NULLS off, and I want it to stay that way.
The table was created by upsizing it from Access.

Does anyone know why it's trying to change it to 'on'?
