The following is a clip from bol:

data_file must specify a valid path from the server on which SQL Server is running. If data_file is a remote file, specify the Universal Naming Convention (UNC) name.

If you use c:\filename, then this file must reside on the same machine as sql server - otherwise you will have to use UNC.

is 'c:\HRAnn.txt' on your PC or on the SQL Server? If it is on your PC then you will need to give an absolute path to the file i.e. '\\<my pcs name>\<sharepoint name>\HRAnn.txt'
