You have two options:

- install InterMedia, create text index on the CLOB and then use LIKE query;

- create temporary table with VARCHAR2() column instead of CLOB, then create PL/SQL code to parse part of CLOB into VARCHAR2() variable, insert into temp table, and apply LIKE clause. Do that up to the end of the CLOB.
