    (PORT=2155,2152,2173 and so on)

It looks like your listener is not connecting to the port \ or possibly the ports listed are incorrect.

Is\was this portion of the file generated by MS? or did you config it?

I know the standard port is 1521

    Cool

This error indicates that the listener attempted to create new dedicated server process for the client connection but failed to do so. The reason for that could be that you reached a maximum number of user or system processes. You can see that by checking your OS alert logs to see if the operating system has reported any limits reached as well.

It is also possible that the procceses parameter in the init.ora for your database has been reached. You may consider increasing this value and restart your instance when you able to do so.

Also are there any firewalls between your client and remote db server?
If so read for possible implication on Windows based servers Here

    Hope that helps,
