    if you using windows XP go to Control Panel --> Performance and Maintenace --> Administrative Tools --> Services .
    then you will see a list of Services part of them Oracle Services choose then services you want and restart it if it already started.

    Thumbs up

    It depends on your Oracle version:

    <= 8i

    c:\>set oracle_sid=<SID>
    c:\>svrmgrl
    SVRMGRL>connect internal
    SVRMGRL>shutdown immediate

    =>9i

    c:\>set oracle_sid=<SID>
    c:\>sqlplus /nolog
    SQL>connect / as sysdba
    SQL>shutdown immediate

    Hope that helps,
