Think that Excel might be the limiting factor.

In Access 97, I currently am in a project where a temp table with varying size is exported to Excel, may be up to 300.000 records.
This fails at something like 65.000 records.

Excel can only handle 65536 rows and 256 Columns in one sheet.

    The fix!

I know this post is old, but it's the first link returned by Google, so I thought I would provide my fix. I had the same issue, and it's true, you can use TransferSpreadsheet or TransferText to export a larger number of rows, but you lose the formatting provided by OutputTo. I have access 2007 and I also got this error, so instead of using acFormatXls, I used "Excel 97 - Excel 2003 Workbook (*.xls)".

Instead of: DoCmd.OutputTo acOutputQuery, Combo_Report, acFormatXls, strFileName

    Use: DoCmd.OutputTo acOutputQuery, Combo_Report, "Excel 97 - Excel 2003 Workbook (*.xls)", strFileName
