in Office 2000, it is illegal to distribute Office Data components. OfficeXP allows it.
Yes, you have to distribute Data Components you plan to use.... you can distribute them through web site using CAB.... it's classic ActiveX
and you don't need to have Office installed on the PC.
If you plan internet application, forget it now and use pure ASP.
Moreover, check if your application runs on other browsers (Netscape/Mozilla/Opera/...) than Internet Explorer, if this is a requirement. I remember having read something about the need to use Internet Explorer V5.x when using Data Access Pages.
I agree with playernovis: use ASP or ASP.NET.
