I installed MySql on Win2K machine and
accessed from a Linux client.

Tried deleting and creating a database 'X' that involved these steps;

shell> drop database X
shell> create database X

The first step gives an error like this:
ERROR 1044: Access denied for user: 'user@server' to database 'X'

The user has all necessary GRANT permissions to create and update 'X'.

I ran identical test on MySql running on Linux server. It works.

On Win2K it works ONLY if database 'X' is already present
indicating permissions are in place.
On Linux this is not necessary. If 'X' is not present, server
simply returns an error that it does not exist.

Is there any reason for this malfunctioning on Windows?
