from mysql 4.0.2 and above 3 new user privileges are listed in the mysql.com documentation:

max_questions, max_updates, and max_connections

1. how are these used ?
2. are they used on a per mysql username basis ?
3. how are the values set - in the grant command or in my.cnf ? max_connections variable is listed in my.cnf and variables list at http://www.mysql.com/doc/en/SHOW_VARIABLES.html, but max_questions and max_updates are listed on any my.cnf/variables list on mysql.com site http://www.mysql.com/doc/en/SHOW_VARIABLES.html ?

i.e. would these 3 user privileges be used like this

is it me, or is the mysql.com documentation on mysql.com out of date in areas related to mysql >4.x
