    Unanswered: changing national character set on a DB

    my HW/SW is Linux Mandrake on IBM Server, oracle
    i have to create a DB with character set and national character set
    having the value WE8ISO8859P1 because my data are french data with
    , ....

    1) i try to use dbca tool ( oracle bin distrib) but with it i can set 'character set' but not 'national character set' to WE8ISO8859P1

    2) loggin system/manager i try to do an 'alter database national character set ...' but oracle always says not in restricted mode....
    when i put my session in restricted mode... it always say the same..

    please oracle gurus... any clue...!!!
