Unanswered: Lookup off of Null records

I know that databases are not supposed to be filled with null values but ude to a variety of reasons (namely PeopleSoft issues) one of my fields has a number of null values.

I have been using these cells to look information off of. Example: lookup balances for Business Account and Department. Business and Account have values but department is blank. This has been working but now I have some records that will look up correctly off of the null value and others that will not.

Any ideas as to what is causing this?

I may be wrong here, but when you lookup a Null value, or any value that my not be unique, Access takes the first instance it finds. Could that be the cause for some of your records to be correct and the rest to be incorrect?
