    try this:

open your database in edit mode(this means that you can make changes to your database

press the rightmousebutton when u r over the standard toolbar:

    select customise
then select the tool or menubar you defined

the toolbar properties dialog will open:
    there u can make selections
    like:
    allow moving, resizing, showing/hiding

    ok?
just try and let me know if it works for you

    bye

Don't know if this will help, but sometime I noticed that when you change a reference or somehting minor it doesn't save unless you save a form or somehting....so try making the desired menubar change and then try just moving a control on a form a little to cause it to ask you to save.
