    What is in your <SID>alrt.log? Whenever you do a shutdown it will put entries in this file.

    It looks like the database is waiting for a transaction to complete.

    This might be the Bug in Oracle 8.1.7 where an additional archive
    process gets created. Oracle waits until this process completes
    prior to shutting down...

    Shutdown abort (from another session) will get you down.
    you might try this prior to shutdown as documented in Metalink

    ALTER SYSTEM SET log_archive_max_processes=10;
    alter system archive log stop;
    ALTER SYSTEM SET log_archive_max_processes=1;
    alter system archive log start;

    You need to start another svrmgrl session or sqlplus session

    svrmgrl> set instance xxx (xxx is the service name)
    svrmgrl> connect internal/password@xxx
    svrmgrl> shutdown abort

    next time try the above mentioned for archive processes...
