many good books out there, but the latest one i've bought is

    Expert One-on-One by Thomas Kyte

You can also have a look at his "website" : http//asktom.oracle.com

    - Sql and Pl/Sql

"Expert One on One : Oracle" by Tom Kyte

full of examples of excellent SQL and PL/SQL programming, by the leading guru in SQL and PL/SQL programming. The best book out there about Oracle Development.

The Oracle docs are also well-written; start with the Concepts guide (available for free on otn.oracle.com).

    - DBA

Again, "Expert One on One : Oracle" by Tom Kyte to understand the Oracle Architecture (you can't be an Oracle DBA without knowing the Architecture).

Then, the Oracle Concepts Guide, and then the other part of the Oracle docs.

    For the advanced DBA:

"Practical Oracle 8i" by Jonathan Lewis.

I like oracle press "Oracle The Complete Reference"
it has a little bit of everything and has a lot of stuff that
"DBA Handbook", etc does not have.

Good books are tough to find when you compare them to
the information you can get from the online docs.
