I tried the help builder in Access 97 developer tools and found it lacking. I now just make html files and fill them with screen captures. Each complicated form (that is not just a simple list) gets a help button which launches the browser (that all computers have) to the appropriate page

Sounds like you want more than this but I will mention it anyway. As an other alternative to actual Windows help files, for smaller projects, I have set up a table with custom help messages in it. Then, in response to whatever I want to use to activate help for a control, form etc, I invoke an index number in the table and display the message in a message box, custom form or whatever you want. Easy to update too.
Screen captures are also an excellent idea. My better half swears by them.
