I have to create a job schedule that executes an sproc in a disabled stated which i can enable from some other code...
As far as i know is that i can do this using DBMS_JOB package but doesn't provide the option of keeping the job is enabled/disables state.

If anybody has any idea how can we do this???

The Syntax of DBMS_JOB is :
DBMS_JOB.SUBMIT (
JOB OUT BINARY_INTEGER,
WHAT IN VARCHAR2,
NEXT_DATE IN DATE DEFAULTSYSDATE,
INTERVAL IN VARCHAR2 DEFAULT 'NULL',
NO_PARSE IN BOOLEAN DEFAULT FALSE,
INSTANCE IN BINARY_INTEGER DEFAULT ANY_INSTANCE,
FORCE IN BOOLEAN DEFAULT FALSE
);

ex:
DBMS_JOB.SUBMIT (JOB ,'SQL CODE',SYSDATE, 'SYSDATE+ (1/96)');
