Activating a particular database is optional since a database will be activated by any connect from an application. This is preferable when there are multiple databases in an instance (and not all used) because the database resources (primarily memory) are allocated when the database is activated. If all databases became active with db2start, it might allocate memory that was not needed and possibly cause a memory shortage.
