You have a lot more control when using oracle form as there are a lot of triggers and functions.

If you are using an oracle database will you be connecting to the database from access unsing ODBC? This can be unreliable.

If you have not Oracle forms background they can be very difficult to come up to speed with. Personally I found Access easier to pick up but I prefer Oracle products for the obvious reasons.

I hope this is of some help

    Best? Based upon which/whose criteria?
    Quickest to market/completion?
    Most scalable?
Interacts with the greatest number of RDBMS?
Operates on the greatest number of Operating systems?
    Most Portable?
Supports the greatest number of clients?
Supports the widest range of client interfaces (web, wireless, etc)?
Has a large and available colllection of job candidates?
    Easiest to maintain?

Based on the criteria above, my choice is "vi".
    What's your choice?
